Far South Coast RFS spokesperson Marty Webster said the start to the season meant property owners must now call RFS to obtain a permit for burning off in their property.
Mr Webster said the permits were not intended to stop people from burning, but to put controls in place.
Permits were granted on a case by case basis.
Mr Webster said there was significantly more soil moisture than last year.
However, a concern in spring weather was the potential for an odd warm day and high winds.
He said anyone who has been burning must check their piles are completely extinguished.
