About 2.40pm, April 14, two vehicles collided head-on on the Monaro Highway, south of Nimmitabel.
The male driver of one car died at the scene. His male passenger was injured and has been taken to Cooma Hospital in stable condition.
The driver and passenger of the other vehicle, both men, were trapped and received serious injuries and have been flown to Canberra Hospital.
Officers from Monaro Police District are on scene conducting inquiries.
The highway is expected to be closed for about six hours as inquiries take place.
Motorists are urged to take alternate routes.

The Monaro Hwy is closed in both directions following a two-vehicle crash Sunday afternoon.
The crash occurred around 3pm just south of Nimmitabel. Initial reports were at least one person was trapped in the vehicle.
Emergency services responding include Cooma Rural Fire Service and Fire and Rescue NSW, along with Monaro District Police and Ambulance NSW paramedics.
As at 4.30pm, the highway remained closed in both directions with motorists urged to avoid the area or delay their travel. Diversions for light vehicles are in place via Old Bombala Rd, however this is an unsealed road.
Heavy vehicles travelling between Bega or Bombala to Sydney should use the Princes Hwy.
