The 60-year-old Reservoir man planned to go snorkelling at Sorrento back beach, near Ocean Beach Road, on Saturday morning, police said.
He was seen near the water but did not return from his swim, with his friends raising the alarm.
Local police, police air wing, search and rescue squad members, Life Saving Victoria and State Emergency Service conducted an extensive search of the surrounding areas on Saturday.
His bag and phone were located in a rock pool on Sunday as the search continued, a Victoria Police spokeswoman confirmed.
