The Raiders are interested in the former Canterbury Bulldogs forward and will meet with him in the next day or two - unless the ACT government's further easing of restrictions allows for a face-to-face meeting to occur instead.
The South Coast product is currently in Darwin, where he has family, but has several NRL options to choose from following his sacking by the Bulldogs for off-field incidents.
The 27-year-old has also been linked to the Wests Tigers, who have a war chest to recruit players with.
But the Green Machine were interested in luring him to Canberra to add to his 101 NRL games over six seasons with the Bulldogs.
He can play in the middle or the second row and would further bolster Canberra's young group of forwards.
If they do sign him, that would leave them with just one spot left in their 30-man roster for the 2022 NRL season.
That's unless former Raiders co-captain Josh Hodgson opts to join the Tigers on a possible two-year deal.
Raiders chief executive Don Furner confirmed there was interest in Elliott.
"We're just exploring opportunities there," Furner said.
"We'd want to meet him first, we'd have to do all that first, but there is some interest there, yes."
Hodgson's potential switch to the Tigers' has been stalled following the sacking of former football manager Adam Hartigan.
Former Raiders coach Tim Sheens is returning to Wests as director of football and wants some time to get his feet under the desk.
Penrith premiership hooker Api Koroisau was also linked to the Tigers, but it's believed Hodgson suits Wests requirements better.
The Tigers have 24-year-old hooker Jacob Liddle and Jake Simpkin, 20, on their books and see Hodgson's experience as an asset in helping develop the pair.
Given Koroisau's only 28 he'd potentially be standing in the duo's way rather than helping bring them through.
Hodgson's contracted to Canberra for 2022, but they won't stand in the 31-year-old's way if he's able to find a longer-term deal.
They're more than happy to keep him next season, but won't offer him a deal beyond that.
