Mr Barilaro said the much-needed upgrade will ensure a safer journey for motorists and other road users travelling along the busy route.
"For a number of years I've been making the trip out to Captains Flat and the condition of this road is number one issue that has been raised with me by locals," Mr Barilaro said.
"During the State Election last year I fought hard to ensure that this road would be upgraded as a priority and I'm excited to announce that work will be starting soon.
"The project will see important safety upgrades carried out between Briars Sharrow Road and the town of Captains Flat, to bring it up to a standard the local community deserves.
"Works will include improving road alignment, some pavement replacement and widening to provide a better driving surface over 27 kilometres of road."
The work will be carried out by Queanbeyan-Palerang Regional Council, with the next step to include finalising the concept designs.
Councillor Overall said the investment in Captains Flat Road is welcomed by the local community.
"More than 2000 vehicles travel along Captains Flat Road every day. Thanks to this upgrade residents and families will soon have a smoother, safer and more efficient journey," Cr Overall said.
"We will be prioritising the areas that need to be fixed and in coming months we will share the concept designs with the community."
The project is expected to be completed by mid-2023.
