The New South Wales Rugby League (NSWRL) Board planned to restart community and senior competitions from July 18.
Before the announcement, Group 16 chairman Allan Wilton said a preliminary date was set for the Group 16 competition to start on the weekend of July 4-5.
In response to the NSWRL update, Wilton said Group 16 would hold another meeting on May 24 to discuss options.
"We would certainly like to have rugby back in Group 16 for players and the community," he said.
"We will let the clubs look at the news release and see what the best options are for them to take."
At their April 19 meeting, Group 16 clubs passed a motion to hold a proposed 10-round competition and a further four weeks of semi finals and finals commencing on the first weekend of July with a grand final on September 27.
Clubs will again discuss the season format which Wilton said, must not clash with summer sports, such as cricket.
He said it was important to plan a return date to "keep people motivated and positive".
Wilton said all decisions made by Group 16 considers the NSW Public Health Order 2020 which is currently preventing sport from being conducted and expires at midnight on June 29, unless further extended.
"We are mindful of the health and safety of all persons involved in rugby and that's the forefront of any decision," Wilton said.
Mr Wilton was hopeful the season will go ahead, although no play at all remained an option.
NSWRL said the July 18 return date would be reviewed and confirmed on June 1.
NSWRL chief executive David Trodden said decisions must consider the most up-to-date government advice.
"Accordingly, the earliest possible return date is June 30, unless the NSW Government decides to lift the Public Health order earlier," Trodden said.

"Most winter sports favour working towards a return date of July 18, at the end of the next school holiday period, with a return to training on July 1, subject to the status of the public health in the interim.
"The board and management of NSWRL have been continuing to closely monitor developments with regards to the COVID-19 pandemic and will continue to strictly follow the government advice so that we will only return to playing footy when it is deemed safe to do so.
"The NSWRL and everyone in our Rugby League community need to be responsive to the continual changes to the government advice around risks to public health for the broader community, and if it becomes apparent that a July start date is not feasible, we will adjust and reassess."
