When it was unanimously passed by councillors during their meeting on Wednesday, councillor Jo Dodds said council often received very little feedback on issues they went to the community with so asked what was new in this strategy.
In response, director of community, environment and planning Dr Alice Howe said it would invite people to provide input before council had a full idea of what a document would look like.
She said the strategy would bring into one document the multiple obligations council has, while Cr Robyn Bain said it should be a "living document", not just a strategy needed to fulfill its obligations to the state government.
The strategy aims to enable the community to participate in the decisions that shape natural, built, economic and social environments.
