Building Queensland, which advises government on infrastructure projects, recommends boosting classroom capacity across the southeast corner ahead of other developments.
More classrooms especially for primary school students in Logan and children with special learning requirements across the southeast are among the 19 unfunded proposals being put to government, a report released by BQ on Monday showed.
"The Department of Education is continuing to develop these proposals and it is anticipated that these education facilities will open in the early 2020s," it says.
Bundaberg's growing population and the riverside location of its current hospital has seen it earmarked for replacement.
An initial business case is investigating a number of options to reduce flooding and provide services to a growing population, including a new site.
