Williams was granted a release from the St George Illawarra Dragons earlier this week allowing him to head straight to the Super League.
He finished his stint with the club in scintillating form, leading the NSW Cup side, the Illawarra Cutters, to a one-point victory on the weekend. Williams kicked a match winning field goal in a man of the match performance.
French side Catalan Dragons sit in eighth position on the Super League ladder and have linked up with Williams in the hope of keeping their semi-finals ambitions alive.
"Sam was looking for an opportunity, he is a talented and ambitious young player, and will fit in well to our style of play," Coach of the Catalan side, Laurent Frayssinous said.
"We were looking for another player to be able to do rotations and to create a good healthy competition in our halves."
Williams made the move to Wollongong for the 2014 season, looking to cement himself in the first grade side.
A broken finger and the recent signing of Benji Marshall has limited Williams' appearances in the NRL, with the 23-year-old halfback leading the Cutters around the park.
Through a statement on their club website, the St George Illawarra Dragons Recruitment Manager Ben Haran said the club would not stand in the way of Williams continuing his career overseas.
"We indicated that we're not looking to limit his potential to advance his career," Haran said.
"Sam is a good person, he has been great for our club in his short time and we wish him all the best for his future and career."
The former Canberra Raiders halfback has played 46 NRL games across four seasons.
He has signed on for the remainder of the current Super League season and may even turn out this weekend for the clash with first placed St Helens.
Williams' fearless running game will be well suited to the Super League, as the 2010 Toyota Cup halfback of the year and 2013 Country Origin player looks to cement a regular first grade position.
