The Medal was awarded for his service to the community through organisations including Rotary International, the Bega District Hospital Board and the Bega-Littleton Sister City program.
Along with other awardees, which included Cardinal George Pell and Justice Marilyn Warren, Dr Windle was invested by the Governor-General, Major General Michael Jeffery, and later joined in a group photo.
The Governor-General and his wife, Mrs Marlena Jeffery, met recipients and their families informally after the ceremony.
Dr Windle's wife, Audrey, and their three children, James, Peter and Helen, accompanied him to the investiture.
