Police say they were called to Post Office Road in Glenorie about 7.40pm on Monday, following reports a BMW M5 had crashed into four parked cars.
The driver - a 37-year-old man - was spoken to by officers from Traffic and Highway Patrol Command, who noticed two children, aged three and eight, in the back seat.
Police say the man was subjected to a roadside breath analysis which returned a positive result.
He was arrested and taken to Castle Hill Police Station, where he underwent a secondary breath analysis which allegedly returned a reading of 0.224.
The man was issued a Court Attendance Notice for high-range drink-driving and his NSW driver's licence was suspended.
He will appear at Parramatta Local Court on June 30.
