Raiders chief executive Don Furner submitted the Green Machine's application to be part of the two new expansion teams for next year on Friday, with the NRLW set to grow from six to eight sides following the 2022 season.
Two more teams will then be added in 2024, bringing the total to 10.
Furner has been working on his proposal, which was an extensive document covering finances, junior development, growth potential, high-performance programs, training facilities and playing grounds.
He said they would look to develop talent in the same areas for the women's game as they do for the men - everywhere from the Riverina down to the South Coast.
That regional reach could be a key cog in the Canberra bid getting the thumbs up.
It's an area that would encompass Brisbane Broncos star Millie Boyle's home town of Cobargo.

Boyle was spotted in Canberra in the lead-up to Easter - and the Raiders' home game against the North Queensland Cowboys.
Her partner is Raiders player Adam Elliott, who's on the bench for the Green Machine's game against the Penrith Panthers at Penrith on Sunday.
The Raiders NRLW side would train at their new centre of excellence in Braddon and they would look to play as many double headers at Canberra Stadium as they could.
Kippax and the former Raiders HQ at Bruce were other options for home games.
Canberra's clearly on the NRLW's radar with this year's Women's State of Origin between NSW and Queensland to be played at Canberra Stadium on June 24.
The ARL Commission will make a call on who the two expansion teams for next year were before the end of May.
"It's a fairly comprehensive submission. I think regional reach will be important," Furner said.
"I think [they'll train at Raiders HQ]. We'll play as many doubleheaders as possible, depending on the draw. Otherwise we could play at Belconnen or Bruce."
