The quake happened at about 9.15am on Wednesday, September 22 and was felt in the Bega Valley.
At Nethercote my desk and computer screen shook for about 5 seconds.
The USGS said the earthquake was at a depth of 10km.
Many people has reported feeling the tremor including from Merimbula, Eden, Pambula, Wallagoot, Brogo and Tura Beach with some reporting that windows rattled.
A map of "felt reports" based on some 16,000 reports shows the tremor was widely felt out to Mildura, Canberra and Nowra.
A further tremor was felt just after 9.30am registering magnitude 4 according to Geoscience Australia.
Victoria State Emergency Service reported possible building damage in north east parts of metropolitan Melbourne with power and telephone services disrupted in unspecified areas.
