Mr Barilaro said several factors would be considered for regional lockdowns to be lifted. They included sewage surveillance testing, neighbouring local government areas and case numbers.
"We will make decisions later this week about regional and rural NSW and we will make clear what the criteria will be for lifting LGA's in and out of lockdowns in the regions if we go with that approach," he said.
"It's still the approach I am confident of.
"It's about protecting people's lives, not who comes out first who doesn't come out first.
"I want to give the regions every chance to get out of lockdown."
It was announced that residents from certain postcodes in the capital region would be able to enter the ACT to receive their Covid-19 vaccination.
Mr Barilaro said ACT Health agreed to allow residents who had booked their vaccination from 10 postcodes to enter the region.
Residents from Gunning, Collector, Murrumbateman, Yass, Binalong, Uriarra Wallaroo, areas along the ACT's north-western edge, Jerrabomberra, Queanbeyan, Googong, Karabar, Sutton, Gundaroo, Royalla, Bungendore, Captains Flat, Bredbo and Michelago are exempt.
Mr Barilaro said more than 800 bookings had been cancelled and were to be rebooked and to be dealt with by NSW.
"That's a bad outcome from a health perspective," he said.
"We've called on the CEO of Southern Area Health Mark Bennett and we are having a meeting with Minister for Mental Health Bronnie Taylor and Goulburn MP Wendy Tuckerman about a vaccination hub and a coordinated approach in Southern NSW.
"That meeting will happen today or tomorrow (August 24) and we will be able to clearly identify days and approaches to vaccinations in the southern regions."
