That's including anyone uninsured or with potentially illegal dwellings, bushfire recovery coordinator for Southern NSW Dick Adams said.

"We're not interested in prosecuting anyone - we're interested in helping you," Mr Adams said.

Last month the state government announced it will cover the site clean-up costs for both insured and uninsured properties so insurance payments can be fully utilised for rebuilding.

It has now appointed a head contractor, Laing O'Rourke, for the massive task and although clean-up efforts are yet to begin in earnest, Mr Adams said to make sure you are registered.

"The key is to register for the cleanup so the head contractor can get in touch and allocate resources," he told Australian Community Media on Friday.

The clean-up may include removal of hazardous materials including asbestos, materials destroyed by bushfire, hazardous trees, and, with the consent of the building owners, removal of concrete slab foundations.

It's proposed the clean-up will be "substantially" complete by June this year.

"Normally insurance companies are responsible for the cleaning, but they do it willy-nilly," Mr Adams said.

"That's not being critical of them, it's just the way it works.

"However, using one large contractor for the work means they can utilise their corporate power.

"We want to make sure no-one's worse off than any other."

Mr Adams said among the priorities are the regions that are "the focus of political and media tourism" - for example the homes, businesses and property losses most visible from main highways.

"We want to take away some of the angst, take away the rubberneckers, which can all be very distressing," he said.
