Cr Sharon Tapscott said there was a difference between what people were being told they might receive and what they were actually receiving.
The councillors were speaking at the general meeting on January 29, in response to the proposal to establish a two-year recovery project team.
"My observation is there is a great disconnect between what is being offered and what is being got," Cr Tapscott said.
She said that people were told various money was available to assist them but people making the appraisals were often taking too long or applying different criteria to the same claims.
"You can spend three hours on the phone to get $1000 disaster recovery money or one hour to get $3000. Where is is firewall, why is there a reluctance for this money to be handed out," Cr Tapscott said.
Cr Allen said people needed good communication so they could understand what they could apply for and they needed the cash.
He said that for people who had lost their homes $1000 wasn't a lot of use, they needed $10,000 (which has now been increased to $20,000) from the Red Cross.
"If your house has gone, your house has gone. In four weeks we haven't made a lot of progress and that is sad and people deserve better. We need to get on with the job," he said.
Councillors unanimously agreed to support the creation of a short term, up to two year, project team to focus on recovery and rebuilding and the engagement of a contract project team leader.
They also agreed that a report be presented to council, in March, outlining all available funding opportunities and proposals for their allocation.
And in a push to bolster local employment councillors asked for a report listing all council projects that can be immediately put out to tender or expressions of interest with an emphasis on creating local employment.
