Following the Australian Community Media story regarding council's resourcing strategy and its proposal for an Special Rate Variation for pools, council has responded to questions, acknowledging that "the current resourcing strategy [2017-21) is an important guide which links to a range of other council plans and strategies".

Council said it can be reviewed annually to reflect the changing environment and incorporate ongoing community feedback.
"It does not therefore 'prohibit' the approach in the proposed dedicated SRV for pools, which also relates to Council resolutions since 2017 and community sentiment to keep the shire's six pools," council has said in a statement to Australian Community Media.
"Should council decide to pursue the new dedicated SRV for pools, the resourcing strategy could indeed be amended to reflect this as it might be for any new significant development," council said.
Asked if the resourcing strategy was amended, what other documents would also need amending, council responded:
"The aspects of the resourcing strategy that potentially require amendment if council resolves to progress an SRV application are the financial strategy and the long-term financial plan - the Long Term Financial Plan is updated and reviewed annually. The delivery program and operational plan for 2020/21 will cover all other changes and are updated annually."
We asked whether these changed documents would need to go back to council and go on exhibition and for how long?
"All these documents would go to council and be placed on public exhibition," council confirmed.
"The mandatory period is 28 days, however, if council resolve to go down this path then eight weeks would be identified and additional engagement mechanisms would be put in place. The specifics of the engagement process will be determined by council when they resolve the path forward," council said in its statement to Australian Community Media.

Council stressed that it had not yet voted to lodge an application with IPART for a dedicated pools SRV.
"Should they do so and be successful, the resourcing strategy could indeed be amended to reflect this as it might for any new significant development," council's statement said.
