Bega Valley Shire Council is considering an SRV to cover the ongoing operation and renewal of the shire's six pools that could see rates increase on average by $146 a year.

Speaking to Australian Community Media on Wednesday, Andrew Constance said it was not his job "to micromanage finances at council".

"But I've asked them to keep in mind, with an election in 12 months the community doesn't want to see an increase in their rates," he said.

"Don't go putting extra taxes on people, work out a better way to do this.

"Surely they can find a better way forward than increasing rates on the community during a drought."

He said the NSW government had provided funding for infrastructure such as water filtration, the sealing of West Kameruka Rd and Tathra's playground and headland walk, so council had plenty of work to focus on.

"We have given council such an uplift in terms of tens of millions of dollars," he said.

Mr Constance also called on the members of the Bega Valley Shire Residents and Ratepayers Association, which said it will campaign for council's dismissal if the SRV is passed, to publicly state whether or not they will run as candidates in the 2020 local government election.

If council was sacked, it would not be the first time it has happened to the organisation as in 1999 the former BVSC was dismissed and all civic offices were declared vacant.

A spokesman for the Office of Local Government said under the Local Government Act the governor may dismiss a council on the recommendation of the Minister for Local Government following a public inquiry into the council.

"The dismissal of a council is a serious intervention and is used as a last resort where a council is no longer functioning properly or effectively," they said.
