In agenda for council's next meeting, staff say council "recognises that humans are affecting the global climate".
They state this strategy aims to provide a whole-of-shire strategic direction to address the challenges from climate change the shire is likely to face in the future.
For instance, when planning for major capital and operational expenditure the potential climate change impacts will be assessed.
Staff said many proposals will be implemented as part of council's existing programs because "climate mitigation and adaptation are business-as-usual activities".
At the meeting on October 30, councillors will vote whether or not to approve the strategy for public exhibition, which means it would be on display for 42 days and become available through council's Have your Say webpage and libraries.
A council spokesperson said if it is approved it will feature prominently on council's website.

Politically, it has been a tumultuous road for the strategy to reach this stage.
In one of council's meetings in August, Greens Cr Cathy Griff was successful moving a motion for the strategy to use the term "climate emergency", saying recognising the climate crisis was important in developing strong and urgent response projects and plans.
But Cr Robyn Bain, supported by councillors Russell Fitzpatrick and Mitchell Nadin, launched a rescission motion to reverse this decision, saying the words "climate emergency" should be replaced with "changing and variable" climate as this was less divisive than the original term.
In a heated meeting earlier in October this rescission motion was defeated, despite an extra vote from Cr Tony Allen who was absent for the vote on the original motion, allowing the term to remain in the strategy.
