Increased scrutiny of motorists overstaying the limit has been occurring as part of a council ranger trial since May.
Between May and September, one dedicated full-time parking officer was focused entirely on timed parking areas within Bega, Bermagui, Merimbula, Pambula and Eden.
During the trial, 496 penalty infringement notices were issued, which resulted in $13,589 being returned to council's budget ($53,489 revenue less $39,900 expenditure).
Based on those figures over four months, council staff believe the establishment of a permanent position would be "budget positive" to the tune of $44,000 a year.
Councillors are due to vote on the staff recommendation at Wednesday's council meeting.
Also to be discussed at the meeting is a controversial telecommunications tower at Candelo, for which the council staff are recommending refusal on several grounds.
Residents of Candelo have raised significant objections to the proposal by Visionstream to erect a 20-metre-tall Telstra tower on council land on Togo St.
According to the DA paperwork, existing telecommunications equipment attached to the water tower at the same site would be removed and replaced with a 20-metre tall monopole, with six panel antennas at the top.
Visionstream said the site was assessed as the most suitable from a range of options considered, based on accessibility and for minimal impact on the area's amenity. However it acknowledged the location would mean the 20-metre tall pole would be located only 60 metres from two residential homes.
Council staff have recommended the development be refused as it would have an "adverse visual impact" on the adjoining residential properties, and the application "fails to demonstrate net positive social and environmental impacts for the community of Candelo from a new telecommunications tower".
Staff also said the application failed to adequately demonstrate co-location on existing infrastructure in the locality was not feasible.
Meanwhile, the rescission of councillors' previous commitment to include the climate emergency in its forward planning is also on the meeting agenda.
The council meeting is a public forum at the Bega Civic Centre from 2pm and streamed online.
