At Wednesday's council meeting, she and incumbent deputy Mitchell Nadin were the only two nominees for the position, with the latter having worked in the role for the last 12 months.
When it came to the vote, Cr Tapscott obtained the majority support thanks to Mayor Kristy McBain and councillors Cathy Griff, Liz Seckold and Jo Dodds.
When she addressed the other councillors, she said the position was "not something to take lightly".
Mayor McBain thanked Cr Nadin for his work over the last year, saying he had been an "active, vibrant member of this council".
After the meeting, Cr Tapscott told Australian Community Media the deputy mayor's role was a formalisation of what all councillors did, as they all supported the mayor and council staff to help put through resolutions of council matters.
When asked what she wanted to see happen during her 12 months in the position she said council currently had so many plans, particularly as it was after an election cycle, it would not be timely to bring in anything new.
"But I'd like to see consolidation, some delivery of major projects and more discussion around crisis accommodation and homelessness," she said.
"What we can do in that space is limited, but awareness can always bring a positive result."
