The 34-year-old was holidaying with his partner Justine when the incident occurred at Surfers Paradise in the early hours of Thursday morning, June 27.
On Tuesday, July 2, a spokeswoman said Mr McNeilly remained a critical condition, fighting for his life at Gold Coast University Hospital.
He had recently started his traineeship at the Eurobodalla Shire Council as an industrial plumber.
Eurobodalla Council's acting general manager Warren Sharpe said Mr McNeilly's colleagues were shocked and upset by the news.
"The council has offered support to Liam's partner and our thoughts are with Liam and his family at this difficult time," Mr Sharpe said.
"We can only keep our fingers crossed that Liam will come out of the current situation but his condition is a serious concern to us all."
Mr McNeilly's work mate, Kurt Eldridge, set-up a GoFundMe page on Friday, June 28.
"I heard the news this morning and was pretty shocked," he told Australian Community Media that day.
"He had been knocked out and fractured his skull. He went through serious surgery last night."
After just four days, $13,294 of the $25,000 goal had been raised.
