A car was travelling west along the Princes Hwy at Cabbage Tree Creek when it allegedly veered on to the opposite side of the road about 2.20pm on September 14, 2018 and struck a motorbike travelling east near Tower Rd.
The rider, Detective Senior Sergeant Vic Kostiuk, who was taking part in the Wall to Wall Ride for Remembrance died at the scene.
Detectives have now charged a 17-year-old Tura Beach boy with culpable driving, dangerous driving causing death, and six counts of reckless conduct endangering life.
He has been bailed to appear at a children's court at a later date.
The alleged driver of the car, 21-year-old Botanic Ridge man Jesse Reid, who has already been charged with culpable driving causing death will appear at the Melbourne County Court on August 14.
Mr Reid faced Latrobe Valley Magistrates Court on September 17 last year where he was denied bail.
At the time, police told the court Mr Reid had driven to Merimbula to see his mother when he received news his girlfriend was in labour.
Mr Reid had allegedly had one hour's sleep when he decided to drive back to Victoria.
He allegedly stopped in Eden to smoke ice and drink beer before he got his teenage friend to blow into an interlock device to start his Holden Commodore Acclaim.
Mr Reid was allegedly travelling at a minimum of 137kmh at the time he lost control of the car and veered on to the wrong side of the Princes Hwy.
