Bega Valley Shire Council said the spill entered the Bermagui River upstream of the town's bridge.
Council advised the public to "defer swimming and paddle boarding in the river" until at least Wednesday.
"Council staff are onsite containing the spill and undertaking the clean up and signage has been erected at the boat ramp and popular swimming sites downstream of the bridge," council said.
