The petition states the quality of the road, which begins to the north of Bega, is "always very poor" and is a "danger to local road users".
Earlier this year the road was graded and the petition sent to council, but a council spokesperson said there were no plans to seal the road.
"Although the standard of the road may not be to that desired by local residents, it is maintained in line with council’s affordable service levels," they said.
"Ideally we would like to be able to seal more roads across the shire and we are gradually working towards this, however there are several roads that have been identified as higher priorities for sealing than Coopers Gully Rd."
These roads included Upper Brogo Rd (to Verona Lane intersection), Dr George Mountain Rd, West Kameruka Rd, New Buildings Rd, Wonboyn Rd and Warrigal Range Rd.
Also, the spokesperson said the person attempting to lodge the petition was told it was not valid as it did not comply with council's requirements.
For instance it did not have a cover sheet on each page of signature, did not have a principal petitioner designated and contained invalid signatures.
In response the Bega Valley resident who started the petition, who did not wish to be named, said they understood other roads may take priority and council needed to be fiscally responsible, but they were disappointed.
"I'm disappointed at council's decision to ignore the hundreds of people who petitioned to have this road sealed," they said.
"This is a very dangerous road at the best of times."
The council spokesperson said Coopers Gully Rd was classified as a C class road and has three maintenance grades per year.
