John Allen has multiple health problems that require near-constant monitoring – including difficulty in moving and short-term memory loss – and last year was told he had to wait six to 12 months for improved home care.

But his wife Eunice Allen said at the end of December he was upgraded from a level two package to a level three, which is a slight jump from six hours of assistance in caring for him per week to seven.
“It’s only an extra hour and I’m still as tired as anything,” Ms Allen said.
“But it’s a step up, you might say.”
Mr Allen still has to wait another three to nine months in order to be place on a level four package, his wife said.
