On May 31, Bega Valley Shire Council rangers had to seize the horse after it crossed Candelo Bridge and ran up Mogilla Rd.
Council staff undertaking inspections in the area had previously alerted the rangers to the dangerous situation.
The palomino stallion, which had a chain around its neck, was impounded with the chain removed after being deemed a safety hazard.
Upon the payment of the fines the horse was collected by the male owner, but the chain was not returned due to safety concerns.
Investigations revealed the horse had been tethered on private land that did not belong to the horse’s owner before it broke loose.
Rangers have asked the public to be aware of the responsibility they agree to when they allowing horses to be tethered on their land.
