Project manager Andrew Stewart said the project, on the site of the former Bega town hall, is back on schedule following the discoveries.
Mr Stewart said construction diagrams from the old town hall gave no indication that concrete footings, agricultural pipes and old sewer pipes would be found in the places or depths they were discovered.
Despite this setback, Mr Stewart said everything has been removed and main construction works are set to start in the coming week following the attainment of a construction certificate.
The Civic Centre is being built by Hines Construction at a cost of $5.5million and is due to be completed by Easter 2015.
