The Roads and Maritime Services testing officer was shaken after the accident but unharmed, needing only a cup of tea to settle the nerves.
He said in his eight years of testing this was the worst incident he had been involved in.
"It certainly finished with a bang," he said.
The driver was not from the local area and was taken to hospital as a precaution.
The man was turning right from Auckland St into the RMS driveway after doing his provisional licence test.
He crashed through the footpath railing and into the corner of the building.
It is understood this was the third time the man has attempted to take the driving test.
This is the second time in six weeks an accident has occurred in this vicinity.
The tiles along a section of the pathway had just been replaced after they were damaged when a car ran up the edge of the pathway.
